Circular from the East Melbourne Group delivered to local residents advising them of the proposed development for the site of the burnt-out Cairns Memorial Church at 127 [now 131] Hotham Street, East Melbourne. 

The height of the new building was well outside the planning guidelines but the developers  argued that they should be allowed to build to the height of the church's steeple which although planned was never built.

The Cairns Memorial Church was destroyed by fire on 15 August 1988.

The circular is not dated but c.1990
