In 2000 the City of Melbourne initiated a review of property classifications in East Melbourne.  The proposal was to remove all the properties from the Heritage Inventory which had a grading of E or F.  In the future the Inventory would only include four levels of classification, from A to D.  
It was the first major undertaking by the East Melbourne Historical Society to examine the histories of each of the E and F graded properties to establish whether any of them should be upgraded to remain in the Inventory. 

The file, kept by the founding secretary of the society, Liz Rushen, contains a record of notes of meetings, and also of some of the historical information found during the course of the project.

The file also contains a letter to Liz Rushen from Dr Lloyd G O'Brien, dentist, in response to an article in EMHS newsletter about Ava Tovell, Melbourne's first woman dentist.
